2.  Fill out the form and submit your request
3. Once the administrator for the Online Offer Center accepts your request, you will receive an email confirming.
4. Go to the cash bids page and log in using your user name and password.
5. Make an offer by logging clicking on "Make Offer" next to a cash bid.
